Successful Conclusion of The Third World Science and Technology Development Forum in Beijing

The Third World Science and Technology Development Forum was successfully held in Beijing on November 6th and 7th. The Forum was jointly sponsored by China Association for Science and Technology (CAST), Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE) and co-sponsored by the United Nations Educational, Scientific and Cultural Organization (UNESCO), International Science Council (ISC) and World Federation of Engineering Organizations (WFEO).

The Forum’s theme was “Openness, Trust and Cooperation”. The two-day event consisted of a plenary session and four thematic sessions: World Digital Economy Forum, Open Science and Open Source Innovation and Development Forum, Small and Medium-Sized Enterprises (SMEs) International Innovation Cooperation and Development Forum and Forum on Women in Science, as well as the Young Elite Scientists Summit. All sessions were held both online and offline. More than 205 prominent individuals from 19 countries and territories were present at the Forum, including 7 Nobel Prize laureates and 43 members of international and local Academies.

President of CAST Wan Gang presented the opening speech at the Opening Ceremony. Vice President of CAST and member of the CAE Zhang Yuzhuo chaired the Opening Ceremony. Other dignitaries who gave their speech include Liu Zhenmin, Under-Secretary-General of the United Nations, Hou Jianguo, President of the CAS, Li Xiaohong, President of the CAE, Shahbaz Khan, Director of the UNESCO Office in Beijing, Gong Ke, President of the WFEO and Sir Peter Gluckman, President of the ISC.

Wan Gang pointed out that, with respect to challenges that face humankind, science and technology circles around the world would need to embrace border-less, hindrance-free and non-prejudicial open scientific spirit and concepts, reinforce exchange of scientific knowledge and cooperation with respect to technological innovation in order to offer through high-standard and open collaboration, systematic, quality solutions for the people in the respective countries and effectively respond to their common concerns.

In all, 35 topical reports were presented during the Forum. Gao Fu, Director-General of Chinese Center for Disease Control and Prevention and President of Chinese Society of Biotechnology and member of the CAS, Bernard Bigot, Director-General of the ITER Organization, Sir Andre Geim, co-recipient of the Nobel Prize in Physics and Regius Professor and Royal Society Research Professor at the University of Manchester, Jonathan Gruber, Ford Professor of Economics at the Massachusetts Institute of Technology and author of “Jump-Starting America”, Shu Yinbiao, President of International Electrotechnical Commission, President of the Chinese Society of Electrical Engineering and member of the CAE, Jakob Edler, Executive Director of Fraunhofer Institute for Systems and Innovation Research ISI, Professor of Innovation Policy and Strategy at the Manchester Institute of Innovation Research, member of the German National Academy for Science and Engineering gave their respective keynote speeches.

At the Closing Ceremony, Zhou Qi, Vice President of the CAS, Sir Peter Gluckman, President of the ISC, and Garry Jacobs, President and CEO of the World Academy of Art and Science all presented their reports on the topics of “Trust: the Foundation of Inclusive Development and Governance” and “Cooperation: the Way of Meeting Challenges”. Their reports were respectively, “Emerging Science and Technology and the Ethics”, “International Science Cooperation for Sustainable Development” and “Cooperation for Climate Change and Sustainable Development”.

At the high-level dialogue session, experts at the Forum including Gong Ke, Samuel Ting, Wang Yifang, Wu Yuzhang, Mohamad Sawan and Paul Hardaker deliberated about collaboration between cutting-edge basic disciplines and technological communities, while Harry Shum, Zhai Xiaomei, Wang Guoyu, Zhou Bowen, Hervé Chneiweiss and Frederick Charled Dubee discussed about technological ethics, governance and trust in cooperation.

All 260 technological communities home and abroad at the Forum agreed to the “Calling for Openness, Trust and Cooperation”, reaching a common understanding to promote technology for people of the world for sustainable development of human civilization. They also published other papers including “The Ten Scientific Issues Concerning Human Social Development in 2021” and “Top 10 Emerging Technologies in Chemistry”.

The Forum highlighted the importance of open technological collaboration globally, reinforced communication and exchanges among professionals and experts in their respective fields and fostered understanding and trust in the technological community. It made significant contribution towards cooperation in the face of global challenges and achievement of the United Nations’ goal of sustainable development.
